This has always been a rule I am pretty sure. I got a player misconduct warning for creating a cheater thread about 1-2 years ago and they gave me a player misconduct warning for that(even though dude got banned later for cheating).
If it wasn't for that misconduct warning Im pretty sure I would not have gotten that ban from last season because it would had gone under player misconduct warning.

if you check the rgl rule updates blog post they posted today it specifically mentions that rule as being updated.
