Happens to me too as of late. Just use mibbit.com and click launch app for now.

Yeah, the only solution i had to this is when i opened up mIRC and connected to a channel, i was able to connect to atf2. Otherwise i wasn't able to connect at all.

This issue is related to the ATF2.org service, use a different IRC system until it has been fixed.

I'm pretty sure when all of the upgrades happened, it wiped out all of the trusts to allow more than 4 connections from one IP
