Stuttering problem?

For some reason everything in game is really choppy for me now. It's not an FPS issue, it's like everyone's character model is just skipping around all the time and it is incredibly annoying and difficult to play with. Anyone know why this could be? My internet isn't the greatest but I don't think that's what it would be. Are there any known commands that could be causing a stuttering/lack of smoothness?

Post your Autoexec here (pastebin) and your class config too maybe (only 1 class, doesnt matter which)

My autoexec just says "exec stabbyfps" and this is what is inside "stabbyfps"

and "newframes" is just what I titled Comanglia's cfg. Also Khan I'm afraid that's not quite what is happening to me, as Bonafide said.
