Post your Autoexec here (pastebin) and your class config too maybe (only 1 class, doesnt matter which)

Go to:
C:/Windows/System32/Drivers/etc
Edit the file called host (open it in notepad)
Find this set of text in the file:
127.0.0.1 media.steampowered.com
::1 media.steampowered.com
DELETE THAT!
Then save and try again

In your autoexec.cfg, find mat_queue_mode and modify it to be -1, and set cl_loadondemand_default to be 1. Then launch tf2 and see if you still get stuttering?
That is, in autoexec.cfg:
mat_queue_mode -1 // This is probably in there somewhere already, or at least is if you use Chris' FPS configs. cl_loadondemand_default 1

and got no stutter
