check the file itself? I remember a while back i had a fucky problem with it and for some reason the gameinfo was completely wrong, it was pointing the filesystem to some appid that wasn't 440 (tf2's). You can probably use the one you dl'd to crosscheck.

Try remounting your backplate for the cooler? Never seen a cooler just randomly come loose, even the older shoddy plastic tab coolers.
JarateKingWhenever I got graphics issues like that, it was always because my graphics cards would be well used and overheating then. Try cooling your computer a bit better if possible (and of course try reducing the load a bit more) and see if that makes a difference.
^ Basically his solution. Your game is under heavy artifacting which is largely attributed to your GPU dying or being pushed too hard. I've never read of a gpu artifacting under tf2's load but if you have no dedicated gpu/use an igpu that could be your problem. Perhaps underclock your gpu and see if the problem goes away?
Also check your temperature for it through your preferred methods.

No fucking clue what this is for now. Maybe its recording the previous/last game then taking that into effect on top of your elo?
Selected_maps_bits: 0 (the last line) seems to be the exact thing thats causing a crash. the github link from OP only shows repeated fixed32 selected_maps_bits = 3; that under tf_gcmessages which seems to do something
random thoughts: Its an elo/rank modifier or cleaning up how it presents values? having replaced this stuff, no clue as to the insanely high value though.
