The issue could be with your internet provider. It could also be that your network adapter is damaged. This causes ping to spike a lot making any online game unplayable.

For TF2 I recommend that you plug you laptop in your modem. Also do expect Canadian Internet to have lags. I know your pain. I have experienced it myself.
