To update, this seems to happen much less frequently on dx9 (2-3 times per night compared with 10+ on dx8), and only starts happening after 1-2 hrs of gameplay. As a side note, mumble will also lag when this happens, though TF2 is the only game which causes this.

replace yak with scorpion and this is good
I also have this and it also started a week ago! happens in dx8/9 and with any hud/custom files combination. tested and it happens with comanglia and mastercoms.
