or if you want to mute everyone at once open the mute players window and click the first person on the list, hold shift and click the last person on the list (except yourself which you can unselect with ctrl). then click mute.

voice_enable 0 is easier tho

I like using voice_scale 0, because voice_enable 1 is only effective upon a server reconnect/map change or by re-enabling voice chat in the options menu, for some reason.

voice_scale also allows you to talk, and shows you which people are talking.
