Go to resource/clientscheme.res
Find "Health Hurt" and change "255 200 30 255" to "192 28 0 255" (or a number similar)
You'll have to restart the game for that change to make effect, due to you editing the client scheme file.

I may be wrong, but try scripts/HudAnimations_tf.txt -> Find Health Dying Pulse -> Change Animate PlayerStatusHealthValuefreezePanel to 255 0 0 255 -> Save
