Can't watch demo files

whenever I try replaying a demo or watching one i've downloaded it gives me this "setup file gameinfo.txt doesn't exist in subdirectory hl2.check your -game parameter or vconfig setting." does it on all accounts I have on this HDD.
anyone have any idea?

I place the file in my tf folder and try to replay it in console ingame. or even the ones recorded with prec
