I'm pretty sure...
net_graph 1 is fairly often average
scoreboard is average over time, with spikes slowly disappearing as time goes by
ping in console is ping at that particular tick
nothing too complex.
they are the same but the ping in the scoreboard updates slower than that of netgraph
well usually the scoreboard ping is 10 or so less than the netgraph ping, and the console ping is usually like 20 more than the netgraph so..
I heard the scoreboard ping is the straight ping to the server.
And the net graph ping has to do with ping to the server and some ping caused by your frames, graphics etc.
i use console ping to complain about my own ping being high and scoreboard ping to complain about other peoples ping being low
