EDIT 2: FIXED FIXED
I recently got a laptop and decided to install tf2 to see what fps I would get. When I opened my game and joined a server it looked like this:

Anyway to fix this? (this happened before and after I added a hud/cfg)

I opened the game with everything default at first. I will try it tho.

make sure your video card is seated properly

1st step is always to verify game cache.
If that doesn't fix it, try other games and look for artifacts, you may have bad gpu memory.

I would assume my drivers are updated since I just bought the laptop a couple days ago?

drivers arent always updated when you buy it

Got it fixed! New windows update for Windows 10 fixed it I guess. Thank you to everyone who posted!
