Hello everyone My computer cant boot up windows Normally and I am Forced Into Safe Mode for now whenever I attempt to boot up windows my computer just restarts itself and for whatever reason my Screen is filled with these random green pixels all of this randomly happened yesterday computer was working fine before it i've already tried startup repair and didn't work anybody know whats wrong like if its a hardware or software issue?

my gfx card died a few days ago, when i started back up it had little black lines across it like ur having and when i tried to install my drivers it crashed.
had to downgrade to an e-geforce 9800 GT that was in my shed :(
so ya it died like above
