Micro stutter and FPS drops

So ever since the Gunmettle update I have been having issues with my game. For some reason ever 10-15 seconds my FPS will tank form 300+ down to like 3 or 4 for a couple of frames or so and then go back to being fine. I have reinstalled the game 2 times now, tried the -default command, remade my configs and I am still having the issue, even when launched in -default.
Specs for the PC are,
CPU: i7-4790K @ 4.0
GPU: GTX970
16GB of Ram

Has anyone else had this issue or have you found a solution because its really pissing me off.
