Settings menu not showing active settings

Hello all,

I recently have been running into issues with TF2 after installing it on a new PC.

Whenever I open the settings menu, the settings menu shows incorrect information.

For example, "Boost Microphone Gain", after disabling it and testing ingame with "voice_loopback 1", it solved the issue of my mic cutting out. When I check the settings, the voice tab still shows the option enabled, while it is not. I do not believe there is a command for this, but I still checked my config anyway. The only voice-related command in my configs is "voice_scale".

Similar occurrence with graphics settings, it shows all of the settings as lowest, while the values have been set to max by a config.

These are not just a "cosmetic" error, when I apply changes, it changes all of the values to the incorrect values.

How can I resolve this?
Is there a command for "Boost Microphone Gain"?

Additional notes:
Windows 11
Steam Cloud sync disabled
I have verified game files
Config files are read & write
I have moved all my config files out of the tf2 folder, and re-validated

Launch Commands:
-novid -h 1080 -w 1920 -dxlevel 98 -sw -noborder

I have also tried without -dxlevel 98
