Niko_JimsPeople are stealing mods from Nexus and putting them up on the Workshop. This has caused thousands of mods to disappear from Nexus to avoid people stealing them.
There's now a DMCA process, and Valve isn't Microsoft, I expect them to be pretty harsh on it

Niko_JimsOh, and the refund thing probably won't last long because people are simply buying the mod, backing it up, then refunding it, so sooner or later, refunding won't be a thing, or modders won't make shit and now we have a ruined mod community.
the amount of backlash that would come up if the refund process was removed, especially for a game like Skyrim where mod conflicts are so prevalent, would mean that it won't be removed. Valve will just start implementing DRM whenever possible.
Niko_JimsAlso hats are just models in a game that don't affect anything and don't conflict with anything, you cannot compare the two.
almost everything that's paid so far is cosmetic only, very few things contain actual content
Niko_Jims-Vice versa, currently people are fucking that guy over by not asking for permission for using his shit in their mods
it's been removed, please see http://steamcommunity.com/sharedfiles/filedetails/?id=430324898

That would imply that Valve cared about anything but money at this point. They get 75% of the cut, that's money they are losing. They are a business, they will not stand for that. The whole debacle with them and the UK/Euro law about game refunds proves this.

Keywords there. You also forget that Skyrim "cosmetics" also have stats/rewrite in-game models. TF2 hats do nothing, and are new models added to the game after being reviewed by Valve.

Let me phrase it differently then. Valve cares about their money. If they remove refunds, a fuckload more people will stop buying mods, on top of the ones that already won't buy them. It's in their best profitable interest to implement DRM to protect purchases, rather than fuck up those purchases in the first place. I'm not a fan of it any more than you, but that's what they'll do.

Stats are irrelevant in a game with a console and constant cheats without multiplayer. That means nothing. If it implements new functionality, like awesome new spells, cool. But just stat rewrites aren't enough. As for rewriting ingame models, they don't really. Modifying ingame models is about as easy as making items in TF2, if not easier because TF2 is far more broken.
