article 13 is what is being called the "meme ban" because of what it implies.
websites can be "mere conduits" which means that they essentially just transfer the information with no interference. an example of this would be a website like imgur.com. you upload an image, and then its on the website. They have no input on what you upload unless it breaks their rules, then they remove it.
Article 13 changes things, if you upload a copyrighted image to imgur.com, previously they would not be liable for what you've uploaded. Article 13 removes the "mere conduit" exemption from these websites, so in this case imgur.com would be liable for removing the copyrighted content that you uploaded to their website. now when you think how large a website like imgur.com is, you can start to imagine the massive task that would be removing any and all copyrighted content from their website.
the problem with this is that there is so much shit online that its impossible for it to be controlled by people, so an automated system is essentially the only way. with any automated system comes false positives and such a system wouldn't be able to determine fair use exemptions like for parody or review. If you've ever experienced youtubes content ID system first hand you'll know how absurd it can be, striking videos for no reason and seeing copyrighted content where there is none.
its hard to tell how this will play out in practice, but in general restricting information in anyway has the potential to be very bad

Daffodil-This community has a really bad attitude when it comes to sandbagging teams and players. Its honestly more annoying that it gets treated more like a meme than something that should be shamed. I am a relatively new player, and I have taken multiple seasonal breaks as well so I don't even know a TON of history, but the little I do know is aids.
malicious activity s22 open (bullet team with yight + aim + friends, won division)
kickflip s22 open (roster hijack that got killed by match overturns from alt accounts, this might have been a wrech team? i didnt pay too much attention)
8k s23 + s24 IM (went 7-9 in invite, kept 5 players, moved down to IM and won it for two seasons straight. while this happened invite only had 8 teams including bullet teams that died before ever playing a match)
el classico s23 + s24 open (one of the stupidest of all time open sandbagging teams)

There is an alt account open team being made rn that approaches the level of stupidity listed above (you know who you are)
Just because some of these teams lost doesn't mean they weren't awful influences in their divisions. In less bad taste there are also instances of player(s) dropping down divisions while still sweating at the expense of the teams around them. This includes a multitude of HL-main teams filled with players significantly better than the average open level. (As a parallel, ugc wouldn't like a team of IM players sandbagging in steel HL) None of this is any good for anyone besides the people doing the sandbagging. I hate that its so accepted.

people can be different from their forum presence and work. just because someone seems super nice doesn't mean they always are. this is something dashner has been struggling with for a long time, and while i never experienced it personally i heard about it from others and himself.

daybraekI consistently compete with mid-IM players in pugs and can play above an IM level I'd prefer to not play open, I never made the claim that I've played playoffs or have that experience but my gameplay shows in my opinion that at least for some teams I'm worth a tryout.

pugs mean literally nothing and using them to gauge your skill makes you look dumb. if you really deserved to be in IM there wouldn't be this discussion
you don't have to play with someone to say that, anyone can look at anyones history and see a lack of experience with a cocky attitude and figure out pretty quick why everything you post is getting downfragged
