Find the local file and delete it. Despite the two folders you deleted you apparently didn't delete the conflicting local map.
Have you checked your "custom" dir?

Choke: Server has decided to not send you a packet because your "rate" is insufficient to receive the number of packets you requested ("cl_updaterate"). Packets can vary in size, in busy fights there's more information per packet, so this can be why you don't see choke all the time.
Solution, increase your "rate".
Is it a 4-connector (headphone + mic) jack? Whenever I plugged one of those into the headphone jack of my Asus U7, the same happened, and I could fix it as well by pulling it back slightly.

It hurts though, those two Dutch machines are self-owned, not rented like the others, so I hope Valve fixes this issue soon :)
The latest TF2 update broke the EU pugchamp servers I sponsor. They can't run until Valve fixes it.
edit: We've moved those pugchamp servers to a different machine and they should be back soon
Just a heads up. The most recent TF2 server update broke support for servers using Xeon CPUs without AVX instructions. This means about 50% of my EU capacity is currently unavailable.
So make sure to book your reservations in advance until Valve fixes the TF2 server files.
This update broke TF2 server for some types of Xeon processors. I run 2 machines with dual X5675 Xeons and on these TF2 crashes on startup with "Illegal instruction (core dumped)"
I've reported this problem on the hlds_linux mailing list, so now we have to wait for Valve to fix it.
All my servers with newer Xeons or i7's are fine.

Due to a bug in the new TF2 server update, our 2 most powerful EU machines are unable to run any TF2 servers at the moment.
Probably a routing issue to certain destinations.
Using WinMTR you can trace where the packet loss occurs, but there's little you can do yourself to fix that.
You're not banned, so I think this is a firewall issue.
I'm confused if you could or could not ping the server IPs though?

erynnRe4lityonly 2 servers in eu pugchamp?We lost 4 of the servers that were provided to us recently. I have been trying to source a few more servers to add. I unfortunately can not afford to pay for game servers. We do have the ability to allow people to lend us scrim servers and take it offline from pugchamp via a cvar so if anyone would like to do this, just shoot me a message.

You can make these bans permanent by writing them to their config files, the banned id's with 'writeid' and the banned ip's with 'writeip'
"writeip"
- Save the ban list to banned_ip.cfg.
"writeid"
- Writes a list of permanently-banned user IDs to banned_user.cfg.
