The overlay in the video is also broken anyways, if your overlay looks the same "-nod3d9ex" will fix it to proper highlighting.
Anyhow, if you want to make the same overlay on your own, follow what Crayon said above and then go to Filter > Only talking, after that then go to Edit and there select to have only Username element enabled, disable everything else.

If you get buffed by a medic and then sit near a dispenser, the dispenser gives you the quick-fix mirroring heal that keeps you maximum buffed at something it's unable to do otherwise.
i.e. You can hold a 300hp buff as a soldier if your medic tanks you once and you sit close to a dispenser at all times until you lose the buff.
