Computer takes a long time to power up mobo

I have an issue where my computer, once I switch it on at the socket, takes about 30 seconds to power up the motherboard, then when I actually boot the machine it takes me to the bios page and I have to reset and save all settings to actually get to the Windows loading screen.
I have an inclining its the power supply and I hope it is as I have a spare unopened one somewhere, just didn't want to go through the hassle of swapping out PSU if that is not the issue.
Any ideas team?

maxc232shame, I would have liked to see this new format. I wish they could have found away to schedule it. Also no one has a right to complain about it. It's their tournament. NA players have always had to play on eu rules so its not that different.
Whilst I don't disagree with the 45 minute format, I don't think the first major Tf2 tournament of 2017 was the correct way to debut it. From a casting perspective I'm glad we're sticking with 30 mins a map because even with that TF2 can be exhausting to cast consistently, a potential extra 15 minutes on every map all adds up to quite a bit more extra casting (and playing which some players have already spoke out against).
Still I'm properly hyped, easily going to be one of the greatest LANs we've had.
