Cause someone thought 100 years is as good as forever and once that ended and Honk Kong got incorporated into China it's being stripped off of freedom unlawfully.
One recent example may be China not letting British MPs enter it even thought it has seperate immigration policy and passport board and should decide on it's own in that matter.

Try checking Windows's resource monitor or your router's interface to check how much of the badwidth is being used, maybe you forgot to turn something off or your relatives are downloading something? (hint: torrents? :)).

The second thing may be calling your ISP again, believe me or not, but they don't care about your connection at all, they just want to close your case ASAP even if it means putting blame on you without further investigation :)

Third thing you can do is checking signal power it commonly drops when they attach too many clients, it may be displayed somewhere in your modem's interface otherwise IT friend could come in handy :D
