Weird, I've seen a benchmark of a Ryzen 3 1300X paired with a GT 1300 @ Max settings running TF2 at a consistent 115+ fps.

Surprisingly this actually gave me a Smoother frame rate sitting around at 15-25 fps (In the midst of a rocket filled battle) on a 1.48 Ghz cpu!

SnackDapperTrapperSadly, TF2 doesn't really cooperate with High end PC partsYou didn't mention what settings you're using, but with newer hardware you're actually better off running your TF2 at max settings as opposed to using an FPS config.since max settings will put some of the load off your CPU and onto your GPU.
I use a modified Comanglia config which actually keeps my frames at a stable 40+ fps.
(Don't know if you meant to quote the other guy or....)
