Can you link me to your PSU. I know it may sound silly, but if I look at the model maybe I can make a better judgement about it. Also, are you certain it is the PSU? I would suggest opening your case (after you turn it off of course), pulling out the PSU (without disconnecting it), then turn on your computer and listen to hear if it is exactly your PSU making the sound. Sorry if it sounds like I'm telling you things you already knew but I'm not sure what you have tried so far.

Possibly it could be something stuck on the inside at a spot not easily seen and rubbing against the blades of the fan causing the noise. How old is your PSU? Maybe if it has been used for a long time and not maintained properly a malfunction can occur just from overuse. I'm not sure whether or not you should open the PSU casing and take a close look for anything out of place (I'm not sure if your PSU is even able to open or not, but if so make sure you take safety precautions). With a consistent blender sounding noise I would assume something is rubbing against the fan.

It doesn't change it in the bios, and is constantly using cpu and memory resources. Most of them (especially the AMD one, overdrive) are pretty buggy programs at best, too. Their stability tests often aren't rigorous enough to have any idea if it's actually a stable OC. But the main reason it's bad, is it doesn't teach you anything about overclocking, so when you've got a problem you'll have no clue where to start.
I already know how overclocking works, but I see your point. It does actually change it in the bios because I have checked when I overclocked before. Whether or not it is buggy is something I never looked into seeing that I never had an issue using it. I think the main issues with it is that it won't test in small increments . I might be able to get a little bit more overclock if I was to do it myself in the bios and do stability tests for each overclock settings I try out, but I already am satisfied with what I have.

Yeah. I would definitely suggest using some sort of program that will overclock your CPU for you. The AI Suite on my computer overclock tests at different levels and chooses the one that is the best without harming my CPU. The main problem with overclocking is your cooling system. I just installed my Corsair Liquid Cooling System and I could easily overclock to 4.2-4.5 now.

I have my own rifle and ammunition and I'm only a teenager. The gun isn't my dad's, it's mine. It was given to me by my dad's friend who wanted me to have it since I was a great shot and a "good kid." I moved from the East coast to West coast with my gun and had no problems. Guns are easy to obtain and transport. I personally believe that guns are the problem, its who is using the guns that need to be controlled.
