It's great that you're looking to get into competitive tf2 so early (130 hours or so)! However, generally speaking, these forums are geard toward higher level players, although not exclusive to those, you will probably have much better luck over at http://www.ugcleague.net/forum/forumdisplay.php?59-Players-Looking-for-Teams (for 6v6), or http://www.ugcleague.net/forum/forumdisplay.php?61-Players-Looking-for-Teams (for Highlander).

Where can I go to find scrims?

Yeah, just use #tf2scrim, it works well for open. If you're still having trouble finding scrims, consider adding team leaders by just browsing through the open teams on ESEA and trying to schedule scrims with them.
