I'm not an expert, but it could definitely be your graphics card. I wouldn't invest into either a graphics card or Power Supply just yet though, since you aren't sure of the problem.
PS: Have you tried cleaning your computer? Can't do anything wrong

My keyboard and mouse lock up

I actually have a very similar problem. Whenever I launch my computer, after a certain thing loads, both my mouse and my keyboard stop responding, acting like they're not even plugged in basically. I tried to figure out what it is and apparently everytime I launch the Steelseries Driver for my Siberia v2 Frost, my mouse & keyboard freeze. It might be that for you too (if you have a Steelseries Headset or something), even though our problems are different. I'm reinstalling the Steelseries Engine right now.
