You should have maps that are more bhop friendly, custom maps that is.
Also, remove the delay from doors opening, or remove them completely.

FPS capping at 60 randomly?

Are you running any other programs/videos/games or whatever on a secondary monitor and it's playing? It happened to me with my 144 and other 60hz monitor, FPS will cap if I'm playing a video that's 30fps or 60 or whatever.
