I've seen some community servers that can let you increase it to like 180 before it gets bugged beyond belief, its actually pretty sick looking but it kinda takes some getting used to

micro stutters can come from wide and unstable variances in fps or network issues, I'd recommend doing the mastercomfig benchmark thing and see how low your fps minimums and how high your fps maximums are, and if there's a huge difference between those 2 numbers that could be your issue
