Open HudAnimations_tf and search for Health Dying Pulse then just change the color of PlayerStatusHealthValueTarget to 255 20 20 255
so at the time there isn't a way to set the pitch at more than 100?

You can change the stat bars on the StatSummary and StatSummary_Embedded.
StatSummary = loading page stats
StatSummary_Embedded = loadout menu stats
For the main menu i don't know if there is a specific guide, you can try to see on doodle/flame hud guides.
