Need help on making a fps config to run tf2 better

thomI'm on the point to throw my laptop to the wall. I've tried to make my tf2 run better as much as i can but i still cant go over 60 fps. I had a decent config that had some fps drops but somehow i managed to fuck it up too. All i wan't is somebody to make me a good config or atleast give me hints. I got intel i3 2.1 ghz prosessor (2cores).
Here's some things i want in my config:

1980x1020 resolution
interp 15.2
thats all, i can add class configs with primary r_drawviewmodel 0 by myself. Just put everything to the lowest. I don't give a shit about sheens, effects (i want to see unusual effect and pro ks eyes), shadows, models, details, facial details. Just make it look like porridge, but with those things and good fps. I can do all the basic stuff by myself.
Don't come here and say: "You should probably try the and these configs/config generator sites". I don't want them, they suck.

occasional ping spikes

xattuuthis has been actually happening to me and a few other people in scrims yesterday when connecting to NFO and Tragic Severs. Our ping would go up to 700 for a minute or two. it was effecting people who lived across the country from me, it was effecting me and H5 in a scrim and before when i was ringing, it was effecting 3 people in the server, we all had different providers and routers.
I was in one of those lobbies.

What kind of router do you have?
Did you try to turn on QoS for your pc?
Do you use wireless or ethernet cable? if the former, use ethernet cable, if not possible, get a wifi booster/repeater (don't know which is best)
If you use Ethernet and still has ping spikes turn off wireless connection and/or close programs or torrents that eat up your bandwidth.
I'll edit this post once i get home
The one thing i know right now is that i use wireless connection
This started shortly after I got the new router ( cheaper than paying money each mouth to lease a router from Time Warner Cable)

When i am playing TF2, my ping sometimes can go from 100 to 700 and stay like that for a long time.
This doesn't just affects me in tf2 it also affects me when i am surfing the internet.
This really irritates me when I am playing anyone have any solutions?

i don't know maybe you should delete the captions and reinstall it
also maybe you ddin't put the console commands in to enable the captions
they are in the guide but if you don't want to look it up again here it is:
