Nope hes running stock clocks.
Also I did benchmark tf2 with the timedemo thingy and got results:

dxlevel 81 1920x1080
2639 frames 11.538 seconds 228.72 fps ( 4.37 ms/f) 15.765 fps variability

Which seems to be fine, so maybe Im just overreacting. Replaced my old autoexec.cfg with clean Comanglia's fps config before doing the benchmark tho.

Try on that lower resolution before jumping to any conclusions.

Still 30 fps worse than my friends. I managed to rise my average fps by disabling Intel Turbo Boost. On native resolution(1920x1080) I get ~197fps and on my friends resolution(1280x960) I get fps around 200-210.
Strange thing is I get better fps than him on 1920x1080 while he beats me on his 4:3 resolution. All this on cs:go.
I checked my fps again in tf2 without any significant boost. In pubs it dips below 140fps and in dm it jumps around 140-200. No huge difference between dx8 and dx9. When theres no other players around my fps is 400-600. What do? Could faulty pc part cause this? Like my 4 year old psu? Maybe I just give up for now and overclock my cpu in future...

Really dont want to make a new thread so Im just gonna post here.
Specs:
CPU: i7 4770k 3.9ghz (turboboost enabled)
GPU: GIGABYTE GTX760 2GB GDDR5 OC Rev 2.0
RAM: 2x KINGSTON HYPERX 4GB 1600MHZ DDR3
MOBO: ASROCK Z87M PRO4
PSU: CORSAIR TX750W (~4 years old)
OS: WINDOWS 10 PRO 64bit
SSD: SAMSUNG 840 PRO SERIES
HDD: WESTERN DIGITAL CAVIAR BLUE 1TB

So my problem is that Im getting worse fps in tf2 and csgo than I should really get. For example in csgo benchmark map I get fps around 170 while my friend with win10, i5 4690k and gtx 660 gets +200 fps. Only difference is that he runs lower resolution than me. I've tried different settings (lower/higher) without any notable changes in fps.
In tf2 I get +200fps in 8 player dm, 120-200fps in pubs. Tried different settings without any real fps gains, getting a bit better fps with dx81.
Cpu and gpu temps are fine, only thing I've noticed is that my gpu usage jumps around 30-99% while playing.
Mostly stays around 50-60% usage. I know both games are cpu heavy. I know my fps is still playable, but it bothers me how "worse" pc build can get better fps than me.
What could cause this? All power settings are on performance, done clean install on nvidia drivers, reinstalled windows and so on. Pls help.

Other games seems to work fine (Fallout 4)
