I think the main problem is that tf2 is not seen as a competitive game, at least not in the same vein CS. If you think about, from a casual point of view, tf2's performance could be a lot worse. A lot of other games have significantly worse performance, but people don't get as upset over it because it's not a competitive game. Not that I'm trying to excuse TF2's poor performance, just food for thought.
