Im fairly certain if you got an am3+ mobo for the fx-8350, you still would not be able upgrade to a Zen processor down the line since they are changing to the am4+ socket (?)

Definitely not considering that cpu. TF2 is mostly cpu bound, so I highly doubt you will get a respectable (60+) frame rate.
