Oh yeah it would look great on 45 FPS or you could try pushing 60. I think Lange has about that much upload so you're definitely good.
My place too. During finals week I couldn't stream cause all the students are at home, but during the rest of the semester it's fine.
Fzero if it makes you feel better, I use time Warner cable and I was able to upgrade to like 2mbps up for an extra $10/month. You can call them and see what kind of deals they'd have for you.
I have a 1mbps upload at home which I tried using over the winter break and it looks awful. No matter what I did I couldn't make it look good in 720p. That being said, if you're extremely desperate to stream you could do it but its not going to look that good. It will, however, be just barely watchable.
It really depends what game you're streaming though. FPS games need high FPS to look truly watchable. If you streamed basic games or league of legends you could get away with maybe a 20 FPS stream
Can you give us more information about the crosshair you are tryin to use? What kind of scripts are you using? What did you put in your resource and scripts folders?
Hooky it's a personal problem that he has to fix because everyone has a slightly different rig and setup.
@OP you need to do the usual to get more power out of your rig, as its not an Internet issue. Close background programs, overclock, use an FPS config, run in full screen with game capture, etc. If you're still having issues you'll have to turn down settings.
When I first started streaming in 720p 60fps I was using windowed mode and xsplit. It hurt my FPS, but I just dealt with it cause I wanted the stream to look good. You're just going to have to find a balance between quality and performance.
Welcome to streaming. Your frames are going to go to shit unless you have a great rig, and your stream will look like shit unless you have a decent, consistent upload speed. Just keep tweaking and testing, guess and check style. Also, "Twitch having problems" won't affect your personal FPS, just the look of your stream on the site.

I also think the attacking team has enough of an advantage right now with respawn advantage. Giving them more would put too much emphasis on midfights, which I feel should just be a start to a longer round. Stalemates give the defending team a chance to setup and turn the round around, creating more interesting conflicts. Sure we have to wait around for the push to actually happen but in show business you call that "suspense".
Well if its 6v6 even ubers the defending team can't really afford to push. But I think the stalemate in this situation is good cause it gives the attacking team options for how to approach last. Some options are:
1. Push on evens.
2. Sack a player. But you risk the defending team pushing you a player down.
3. Sack multiple players.
4. Give up the second point on purpose to hope they make a mistake.
So you see that there's enough strategic options to keep things interesting. I think that changing the timer limits the possibilities.
