Look around the battlefield forums, a lot of those guys have built computers for BF3, and that can give you some ideas. I had some friends e-mail me builds from newegg under 900$. So it's worth a shot to see what they have suggested to each other.

So I had to reinstall my operating system(Win7) after a virus attack. Ever since I reinstalled Steam and Team Fortress 2 I have been unable to join a server for more than 3 minutes(rough estimate.

I have tried: Defragment Cache Files, and Verify Integrity of Game Cache multiple times.

I currently have a crappy desktop, so playing or even starting, in DX9 is naught. I currently have: HUD^2, 16:9 Aspect Ratio, 1600x900 resolution, and Chris' Max Frames running.

If you could give me some tips as what to do to fix this issue. It would be eminently appreciated.

I'd suggest using no color box's for some people.

I understand the 2nd link says "starcraft-2" but it is the stream, you able able to switch between games being casted.

From what I saw, Team Dummy(Dummy/YZ50/Clockwork) could have gone to play, but could not make it.

I only see a few issues with this.

The 5CP maps are to big for CTF. If you have the size of 3 CP maps with CTF, it might work out.

If you capture the flag and take it to your base, all you do is control the middle area. If you have the take the flag from the enemy base and bring it to middle, just need to spawn camp.

CTF is a touchy subject due to the camping of the flags. If you can really prevent that as much as possible, then you have a good, if not great, game mode.

Want to see a boring stale mate? Watch street fighter or King of fighters, the games are not bad, but when someone is in a corner blocking everything, all you see for 30 seconds(not a lot of time, but when the top players are playing, it's best 4 out of 5), is people punching, nothing special, just punching. It gets boring ._.
