a similar thing happened to me too. a few years ago i asked my favorite player to sign my stuff but he didnt have tf2 installed at the time but at the end of the day he installed for the sake of signing one guys weapon. on top of that he gave an exquisite rack with his name crafted too bc he didnt want it (lol)

apparently my computer traveled back in time to the year 2000 and steam was smart enough to recognize it was still a fetus

when i open up steam, the process steam.exe turns into steamerrorreporter.exe instead
stuff i tried:
- running steam as admin
- deleting clientregistry.blob
- deleting steam config
- system restore
- refreshing steam files with steam://flushconfig
it might be related to a windows issue because some sites just started giving me certificate errors too
edit: i wiped steam entirely and reinstalled again and still not working
