Bubba's right and as obvious as it may sound, you're not going to really get anyone on your friends list unless you add people. Most people will accept the friend request if you played with them before, some might not.
But either way, there's no harm in trying is there?
(Some of my best friends in this game are people I "randomly" added a long time ago)
