Pretty sure I'm being routed through Georgia and Virginia.
The ticket I opened with hiperz closed with them telling me my isp is changing routing based on the time of day.

You can try submitting a ticket
I did it through hiperz ticket submission.
They ask you to use their test .bat file to run a tracert to compare your connection to valve servers and their own.
Then you send them the results.
