low preset uses: decals decals_off ; decals_art decals_art_off
medium-low preset uses: decals decals_low ; decals_art decals_art_on
decals are usually bullet holes and according to mastercomfig mapmakers can place decals ( i think like posters or, in your case, numbers). The module decals_art controls this so try turning that on. If still doesnt show maybe decals_off
turns off all decals in general so even if decals_art are on it wont show because decals_off, so try additionally to enable decals in general (decals_low).

In csgo i think there used to be cl_rate which got removed so maybe the merged 2 settings into one

its nice to see this isn't dead
I have got a question wether tf2s "rate" setting limits client-server download or upload bandwidth. In mastercomfig-cfg file it says its upload speed but on csgo the same cvar is for download because when i change the "new" setting in csgo menu options called "max acceptable game traffic bandwidth" which has a description clearly saying it controls download bandwidth, it changes the "rate" cvar alongside. Help plz
