I can't really say, try turning it off for starters and see what happens. All it really does is trade off audio quality for reduction of background noise so the lower the better basically, unless you have a lot of noise in which case you'll have to find the best balance. Also if your internet is bad try playing around with compression options.
Your mic jack isn't broken because you only have the problem in mumble.

Sylvester If I go into my Sound Recorder in my Accessories, my voice sounds 100% clear and really good.
Check your Noise Supression setting in the Audio Input tab in mumble. That can reduce input quality without being needed a lot of the time.
