Once they iron out the bugs it should be faster. You can get the free upgrade until July 2016 so there's no need to rush this.
Just wait and see if it gets better or worse on the privacy and forced updates side, then decide.
Imho right now it's not worth it yet.

Why does he want to upgrade? Upgrading for the sake of upgrading is a waste of money. Find out in which games he wants how much of an improvement in fps and what exact card he's got now. Then recommend a GPU accordingly.

Yep, same clock speed (so should be slightly faster) and same official price. Now we just have to wait how much it'll actually cost. Even though it is slightly faster the mobos are slightly more expensive, so to be worth it the CPU itself can't be much more expensive than its predecessor.

Yes, the HD 530 can't hold a candle to the 260X, but it is enough for TF2 and allows you to get a far better GPU later (e.g. 285 for 150$).

The i3-6100 should be widely available soon. 8GB DDR4 is already <50$, mobos <80$, so once it's available (NCIX 170$ doesn't count) you can get everything you need for >>120fps for <250$.
The iGPU is an upgrade over the 9800 GTX so I don't see the need for a discrete GPU. Anything below 100$ (except for some 80$ deals on the 260X) isn't worth it anyway, e.g. 250 is barely faster than the HD 530 -> horrible price to performance ratio. Just get a GPU later if the need arises.

OC'd G3258 is pretty cheap and decent. i3-4170/i3-6100 are 117$ and should get you >90% of the performance of any i5 (not oc'd) as long as you're not streaming.

For TF2 you could get away with integrated graphics, the 6100 actually comes with an iGPU ~50% faster than the 9800 GTX.

If you want to reuse your CPU you'd need an LGA775 motherboard, I doubt you'll find a good one at a reasonable price though, I've been searching for one too.

If you don't want a used mobo you're looking at >100$, for that you can easily get the cheapest Haswell CPU (Celeron G1840, 37$) which is faster than your E8400, a mobo and 4GB RAM.

So I don't think keeping the CPU and RAM will do you any good. You can still keep the GPU for a while, but if you decide to go for a bigger upgrade on the CPU it will be a major bottleneck.

1. It's a single threaded bottleneck. Other games might utilize 4 threads properly or simply don't need as much CPU power.
2. No, you don't need an i5 to avoid bottlenecks. An i3 would be enough. Since you're not using a Titan you wouldn't see a difference with an OC'd G3258, which is cheaper than the 860K.

It also performs far better in TF2.
3. But lets say you don't want to overclock. You could've got an i3-4170 (or even an i5 if you wanted, although it would've been a waste of money) easily. You wasted at least 80$, most likely more, just by getting a WD Black instead of a Seagate Barracuda or Toshiba DT01ACA (now P300) and by getting 12GB instead of 8GB which makes absolutely no sense.
I'm not sure if I even want to see the "other stuff".

PSU requirements are bullshit because of horribly overrated PSUs that fold when you try to pull their rated wattage.
I'm assuming it's a Corsair GS600 which is ok. Not great, but definitely capable of supplying 600W.
A 980 Ti only pulls ~230W. Your total build should be <450W. Overclocked a bit more, but definitely not 600W.
No need for a new PSU. Especially not a 750W one.

It's been stable for 2 years or less. How stable? What tests did you run? Run the same tests with the same settings for the same duration again and see if it's still stable or if the BSODs are very frequent go back to stock and see if it stops bluescreening.
Voltages? Cooler?

Also did you know starting new thread is very easy and free? Use the green button "Start Thread" on the top right.

In all seriousness though, don't do this. This is not a general help thread. It's a different problem so it doesn't belong here. If I had mod rights I'd be cutting out all these posts and moving them to new threads with a big red mod edit disclaimer in the first post everytime this happens.
