I really wish there was a way to pay league fees with game/steam items.
Do you have a spare monitor? Tv? Try what you have available.
First off, you're gonna have to put in some work.
First things first, just be quick and agile. While speed on the court and the etc is important, I'm going to assume you already have that.
In terms of layups, come in at an angle. Take two steps once inside the 3 point line, and jump off your foot closest to the hoop. To "layup" the ball, don't shoot it, just place the ball, making it go off the top corner relative to the side you're on, making it go in. This video is pretty good.

Dribbling is a very important aspect. I guess if you wanna just play to win a fun little match, you don't have to go crazy with a bunch of moves, but just be solid.

In terms of shooting, everyone is different. Just do what works for you, and you'll likely be fine. If you have no idea what to do, this guy explains pretty well the proper form.

Honestly, those go away after a while. I use to shitpost, and only shitpost on tftv, but after a while I changed, and don't do it intentionally anymore.
Point being, give it time. If you wanna change, then just change; there's no need to make a new account, etc. You will get better, in all areas.

It varies by org, but generally, an org will "sponsor" a team of 6 players, or adopt 6 dudes who can play some tf2 real good, and them call them a team, under that orgs name. The org generally pays the league fees for said team. They also pay for travel expenses.
example: I own the org, "RGB Esports", and I want to sponsor a tf2 team. I find 6 players, form a team with them, under the name "RGB Esports" and I pay for their invite league fees. Now say they wanna go to i61, perfect, I'll pay for their flight, hotel, etc. In return, they win, and promote my name, "RGB Esports".
