You cant stream 720p with that CPU unless you OC(To play 6v6 or HL i mean) i got the same CPU with a gtx 680 and i did have some strange fps drops sometimes but was just tf2 really what you need to stream without any stutters or anything is the new i7 3770k OC that and you will be fine
I stream 840x524 (res downscaled from 1680x1050 2 times) and i dont have any stutters or fps drops anymore i fixed it with removing the hats thats my input sideshow :)

i had the same problem and i did this:
Reinstalled // didnt help still kept happening
Removed all the hats in the game.. and that fixed it apperntly i am not getting any more random drops
I also updated to the latest nvidia drivers (i got a 680) and im able to play dx9 with this(this might also fix the problem not sure).
I have had loads of fps problems lately with the updates and shit and i got a really good pc, and removing all the hats gave it all back :D
