I think you need to put it in steamapps/common/teamfortress2/tf/custom/my_custom_stuff(this can be named anything to my knowledge)/cfg.
I might be wrong :C

Might have to do with where your configs are placed, where are they exactly?
Also maybe add a bind mouse2 +attack2 in the demo.cfg.

I have a razer imperator as well, it stops responding sometimes but generally cleaning the little scanner part with my finger fixes it. This probably won't help you but I guess its worth a try? D:
Also make sure its actually plugged in all the way? I dont see how it could be either of these things since you said it only stops working in tf2 but again its worth a try :<

Don't quote me on this but I think m_rawinput 1 just ignores the windows sensitivity. And since you said your win sensitivity is the default it wouldn't really make a difference whether it's on or off.
