I just typed mat_specular 0 in each cfgs and "+mat_specular 0" in the launch options

So I use mat_phong 0 but it make aussies look like they're made of cheese. I know mat_specular 0 fixes this but I'm tired of entering it every time I start. So I put it in my maxframes, autoexec and launch options but it's not happening. Maybe I formatted it wrong or smth. Thanks.
I recently got rayshud and switched from cerbelica to tf2 build and now everything is a bit too big. Does anyone know the sizes in proportion to each other(crap grammer) for ex. a 7 in cerbelica is a 5 in tf2 build.

Putting it in the launch options worked and i just might leave it at tht
Koncept it does work when i exec it through the console
I tried putting it in custom>cfg and it didn't work.
Recently my autoexec.cfg stopped working. It won't start when I launch TF2. The file IS saved as a CFG file and it's in Team Fortress 2>tf>cfg. All my class configs are there to and the work fine. Can someone help me with this. Thanks.
