why would you play with default things, how would that help your fps at all
your fps is probably bad because you are attempting to run the game with effectively no configs and dx9 (because of matchmaking)

maybe he wants it to be a laptop for other reasons
In any case that laptop would not perform well in tf2 and you are going to have to put down serious money for a laptop capable of running tf2 well
