UGC 6v_standard not working

Okay so a few things firstly i am almost certain that this is a modified ugc config as my ugc configs have no mention of "ugc_6v6_s18.cfg" or sXX so i am assuming that it is modified. Also if the whitelist only partially works he may just have to download a new version as his may be outdated. Also I must remind you it is a WHITELIST so new items are banned until you allow them due to the line"unlisted_items_default_to" "0" I don't think he would have any issue if he just downloads a new copy off of the ugc website.

so basically the first reply in match threads is counted as post 1 and therefore doesn't get a +/- frag option as that usually means it is the OP however now the OP is counted as like post #0 and I can't downfrag aim.
