GrImpartialMoyI would prefer a 120hz monitor, yeah. I'd assume a decent one's at around 22 inches is, like, $150 or something.Asus VG248QE is 24" and around $280. That's around the cheapest you'll get for a 120hz monitor...
EDIT: It's around the cheapest you'll get without a ton of input lag or awful colours.

With a 144hz monitor, if you get 1000+ fps will it still have screen tearing? Cause with my 60hz it has shittons of tearing if I don't cap it at 132
How do I get a a stream to have multiple quality options, instead of just one? For example if I want to stream at 720p 60fps is there a way to have a 360p or a 480p option as well?
Are you going to need to get a 120hz monitor?
If so you could probably go with like a ~$100-$150 gpu and put the rest towards the monitor. (Maybe a 7850 or so)

It's also like 99% cpu based after you reach a certain point with gpu (ie 7870 ish)
little bit of a threadjack, but if I can run tf2 at upwards of like 600fps, is it actually worth it? Or will there just be too much screen tearing and stuff?
