I think the global whitelist should also have explanations as to why they're banned for new people who don't understand why weapons are banned and for Valve to understand how to balance the weapon.
I don't see how Valve is going to look at this whitelist and just magically fix all the problems with these weapons without knowing why. Remember that Valve tried to nerf the crit-a-cola by giving it a dinky 2-seconds-of-mark-on-death-after-the-minicrit-effect.

But Valve doesn't care about HL or 4's right now; they're focusing on 6's.
