Crashing in Offline TF2 Servers?

I've seen a thread relating to this before, but I can't remember where it was.
Whenever I start up an offline server I only have health, no ammo. Going along with that, jumping crashes the game If I decide not to jump the game crashes within 10 seconds from nothing. Do I have to get rid of something in my custom folder or something?

A couple really small places don't really look like they fit in with the art style that much, like the Russian-esque rug in Blu spawn. Some people might have different opinions about it idk. The map looks really cool overall though, i'll definitely be messing around in it.
