Ok so i finally managed to compile the file, i've been doing this wrong the entire time but for everyone who is wondering and having the same issue i replaced the two .dat and .txt file under tf/resource for my custom .txt, then instead of using the SDK's source2009 folder like the tutorial says, i used the Team Fortress 2\bin captioncompiler.exe. So you don't really need to use Source SKD tools to compile.

edit: removing the extra lines works. tho I replace some other sounds in my file. So uploading it will change more sounds for people than intended
